June 5, 2024 Update

On May 31, 2024, the California Department of Housing and Community Development (HCD) provided preliminary findings on Montague’s adopted housing element. In response to HCD’s May 31 input, Chapters 1 and 2, and Appendices A, B, and C have been revised. The below table summarizes the revisions made to the adopted housing element. pgs. C-6 to C-7, and C-12		Added statements that there are no other known constraints that would impede development of Montague’s RHNA site, J/ADU development, or opportunity sites (see Table C-4).
Appendix C,
pgs. C-7 to C-8		Added discussion of junior accessory dwelling units and accessory dwelling units (J/ADUs) for providing affordable housing based on City’s recent permit history and Chapter 2 programs to encourage J/ADUs.

pg. C-13		Revised Table C-4, Montague’s Opportunity Sites, to recategorize APN 052-193-040 from the lower income opportunity sites category to the moderate income category because the site is less than 0.50 acres in size.

Although the adopted Housing Element was revised to address HCD’s preliminary findings and comments, the City has determined these revisions are non-substantive and are consistent with City Council Resolution 24-03. Resolution 24-03 provides for minor changes to the adopted Housing Element to address any non-substantive changes suggested or requested by HCD, and these changes do not require further review by the City Council.

Adopted 2023-2031 Housing Element

The Montague City Council adopted the 2023-2031 Housing Element Update at its April 15, 2024 meeting. On April 23, 2024, the adopted 2023-2031 Housing Element was submitted to the California Department of Housing and Community Development (HCD) for a mandatory 60-day review. Revised 2023-2031 Housing Element Draft

On February 13, 2034, the City received a comment letter from the California Department of Housing and Community Development (HCD) on the 2023-2031 Housing Element. The City reviewed these comments and updated the Housing Element in response. The Revised Hearing Draft can be accessed via the link listed below. On March 20, 2024, at 6:30 pm, in the Montague City Council Chambers located at 230 S 13th Street, Montague, the Montague Planning Commission will hold a Public Hearing. The purpose of the public hearing is to receive public testimony, provide direction, and consider readoption of the 2023-2031 Housing Element, as amended to address HCD comments. The Planning Commission will consider whether to recommend to the City Council whether the amended element be adopted, rejected, or adopted with additional modifications prior to its submittal to HCD. Montague Housing Element Submitted to HCD!

On November 17, 2023, the City of Montague submitted the 2023-2031 Housing Element to the California Department of Housing and Community Development (HCD) for a required 90-day review. The purpose of this review is for HCD to assess whether the housing element substantially complies with State housing law. All housing elements must undergo this review by the HCD. In December 2023, HCD provided preliminary findings and comments to the City of Montague. In response to HCD’s input, Chapter 2, Appendix A, and Appendix B have been revised. No other chapters or appendices have been revised at this time. HCD will issue their findings letter on or near February 16, 2024. The City will be able to again address HCD’s findings by revising the housing element further as needed to ensure it complies with State housing law.

The 2023-2031 Housing Element was revised and submitted to the CA Department of Housing and Community Development (HCD) for review on Nov. 17 after close of business. The Review Draft of the 2023-2031 Montague Housing Element is available now!

This notice advises members of the public that the City’s draft 2023-2031 Housing Element is available for public review and comment prior to its submission to HCD for State-level review and comments. The 30-day Public Review and Comment Period begins September 29, 2023 has been extended through to November 3, 2023, at 5 P.M. To read the full notice please download below.
